           Disseminating Information on Used Machinery and
           Equipment Import Regulations of Viet Nam for K-V Investment Promotion

                        Technical Regulations (QCVN) on safety, energy saving, and environmental protection.


                  ˞ In case of unavailability of National Technical Regulations (QCVN) for a machinery or
                        equipment to be imported, inspector shall verify whether the machinery or equipment

                        complies with technical indicators of Vietnam’s Standards (TCVN) or Standards of G7
                        countries or Korea with regard to safety, energy saving, and environmental protection.



                 (3) If the requirement of clause (1), the machinery or equipment shall be verified following
                    additionally.


                  ˝ Whether  remaining  capacity  (which  is  the  number  of  products  that  the  machinery  or
                        equipment produces in a given time period) or performance achieve at least 85% of its

                        design capacity or performance.


                  ˞ Whether the amount of raw materials, energy consumed by that machinery or equipment

                        does not exceed 15% of its design consumption level.


                 (4) Exception


                  ˝ In case of Offset Printer, procedures of import and assessment of used machinery and

                           equipment  must  be  managed  by  the  Ministry  of  Information  and  Communication  of
                        Vietnam. Therefore, the inspection of used offset printer according to Decision 18 is not
                        mandatory but only sufficient to apply for import permission from the Ministry of

                        Information and Communication of Vietnam. The basis statutory provision is
                           22/2018/TT-BTTTT.


                  ˞ For Computer listed in Government’s Decree No. 69/2018/ND-CP, if the computer is not
                        comprised of equipment or machinery whose HS codes belonging to Chapters 84 and 85

                        of the Vietnam’s List of Imports and Exports, the inspection of used computer according to
                        Decision 18 is not mandatory.





              3.3 Remote Inspection


              When an unavoidable situation occurs like infectious disease, environmental issues of customs
              clearance,  etc.,  if  the  following  is  satisfied,  it  is  considered  that  the  remote  inspection  can  be

              conducted. To prevent any issue arisen, the inspection request organization shall be permitted to
              conduct remote inspection from Vietnam MOST for each case prior to proceeding the inspection.
