Annex III. Inspection Procedures Under Decision 18

(4) Inspector shall verify that the amount of raw materials, energy consumed
by the technological line does not exceed 15% of its design consumption level

(5) Inspector shall verify that Technologies of the technological line to be imported do not be on

the List of technologies prohibited or restricted from transferring promulgated under the
Government’s Decree No. 76/2018/ND-CP dated May 15, 2018.

(6) Inspector shall verify that A technology comprised in the technological line to be imported is
being applied by at least 03 manufacturers of member countries of Organization for Economic
Cooperation and Development (OECD).

(7) The performance test report of technological line shall include the drawing of overall techno

logical lines, the name of component machinery or equipment, the result of the performance
test, witness date, operating condition, and etc.

(8) The component machinery or equipment of the technological line shall be inspected in
accordance clause 1.3

(9) The Inspection Certificate shall be prepared for each technological line, and indicate serial
number of component machinery or equipment. The performance test report shall be attached

to the Inspection Certificate.

3.2 Inspection of the machinery or equipment

(1) Verification of age of machinery or equipment (*age means the period of time expressed as
years from the year of manufacturing to the year of import of the used machinery or equipment.
Calculation of age (X): X = Year of import – Year of manufacturing)

˝ Inspector shall verify that age of machinery or equipment does not exceed 10 years.

˞ If the age of machinery or equipment in certain specific fields is exceeding 10 years,

inspector shall verify that machinery or equipment is satisfied with the requirements of
Appendix I

(2) Verification of conformity with requirement on safety, energy saving, and environmental
protection
