G1.4 Goods Prohibited or Requiring License to Export
Regarding the exportation of used machinery, equipment and technological lines to Vienam,
the most important part of Decree No. 69/2018/ND-CP might be the provisions of prohib
iting import or requiring a license.
Frequently asked questions from Enterprise are about LCD monitors and computers related
to a technological line, and about printing machines for printing, publishing, and textile
industry.
LCD Monitors and Computers for Technological Lines
If monitors or a monitor are detachable from the technological line, not built-in, or
installed on a stand-alone table from the technological line, the monitors could be classified
as not a part of the technological line but a separate used information technology product.
Computers not built-in but set in outside the technological line are also to be classified
the same as the monitors.
* Detachable means that it is mounted on the technological line with bolts, nuts, etc., so that an operator
can arbitrarily connect and disconnect and does not affect the operation of the line even when discon
nected.
If goods are classified as “goods being used information technology products”, entering
the goods into Vietnam is to be prohibited according to Appendix I of Decree No.
69/2018/ND-CP.
Printing Machines for Printing, Publishing, and Textile Industry
Printing machines of all kinds (offset, flexo, gravure, letterpress, silk-screen printing
machine; color photocopiers, printers with color photocopying function.) are classified
as the goods that an import license required and managed under given conditions by the
Ministry of Information and Communication Vietnam according to Appendix V of
Decree No. 69/2018/ND-CP.
