B. Main Rules and Regulated Entities

The criteria of Decision 18 can be generally divided into the common and specific rules to the

machinery, equipment and technological lines.

The “machinery and equipment” can be regarded as the individual machinery respectively countable,

while the “technological line” is construed as the collective of individual machinery. The “machinery
and equipment” in this guidebook is expressed as simply “individual machinery” or “the machinery”
where appropriate.

The common rules are the prerequisite criteria applicable to both the individual machinery and the

technological lines that the importers must recognize before transferring their equipment to Vietnam.
The common rules provide the satisfaction criteria for regulations and the lists restricted or prohibited
to be imported by the laws.
