A. Structure of Decision 18

Decision 18 consists of the legal basis and seventeen articles of five chapters and two appendices.
The legal basis defines the responsibility and authority of the Ministry of Science and Technology
Vietnam (MOST) and the Prime Minister pursuant to the law of government organization and
foreign trade management. The five chapters stipulate import criteria, documents and procedures,

the responsibilities of relevant authorities, importers, and inspection bodies, and set out transitional
clauses. The appendices provide the extension of the 10-year age limit for specific fields and the
application form for the import license for the machinery that exceeds 10 years and does not belong
to the specific fields.
