6 Chairman 회의 합의문
WG2:
One of the main achievements of WG2 in 2017 is to establish the training camp institutionalization. We held the first
institutional master level training camp (OSS MTC) successfully, based on the accomplishments of the OSS training camp
(OSS TC). The OSS TC, which is held during the Northeast Asia OSS Promotion Forum, has been widely recognized for years
and has attracted a majority of open source software enthusiasts including students and engineers. Another main achievement
of WG2 is the release of “NEAOSS Sample Curricula 3.0”. We reviewed and updated the formerly released draft of “definition of
skills and sample curriculum for students, engineers and managers”, including skillset “knowledge of OSS” and skillsets of several
recent trends such as IT/OSS compliance education, Cloud Computing and IoT.
The 12th CJK OSS outstanding technology awarding and the 10th CJK OSS special contribution awarding were organized in the
16th forum to promote OSS talents education and training. WG2 will continue to promote the sharing of teaching materials, the
certification of national OSS talents and the mutual certification in CJK by utilizing the Northeast Asia OSS Sample Curricula.
WG3:
In the past 10 years, WG3 have finished the research of Input Method, Web Interoperability, Repository of OSS System (RepOSS),
Governance Framework for OSS, Open Source Software Maturity and Applicability Assessment Model (OSSMAAM),
the standardization of Software Package Data Exchange (SPDX) for Supply Chain Management (SCM).
WG3 has continued to study for the FOSS related standardization and expanded its area in 2017. WG3 has successfully launched
the work on FOSS Supply-Chain Risk Management (SCRM) standard guideline. Although ‘used everywhere’ and ‘easy to access’
are main factors of FOSS, but lack of FOSS governance, compliance and vulnerability management are main reasons leading to
potential risks, which are already known by legal and security teams. According to this situation, FOSS supply-chain risk
management (SCRM) standard guideline becomes necessary and urgent. Thus FOSS comes to include security vulnerability
features that static and dynamic analysis can’t discover, most of companies need governance and compliance guide to manage
for using FOSS effectively and safely. Recently WG3 has launched to establish FOSS SCRM standard guideline.
In 2017, WG3 started an Evaluation Guideline for Open R&D Project, which specifies the process of government open R&D
project. It will be contributing to objective and precise measurement of government-driven R&D projects which release the source
code as the result.
In 2017, WG3 also conducted preliminary standard study about community governance, which helps us evaluate the community
project, contribution and management. WG3 has initialized the framework for open source community governance, including
community structure, license, the number of active projects, and project size. The first draft version had being send to survey in
the communities of CJK. Next year WG3 will refine the content according to feedback.
Since 2013 WG3 focus on the new markets of the 3rd platform, and we will continue to evaluate the software which has been
strongly leading these markets. In 2017, we updated the latest survey of OSS in Big Data platform. Furthermore, we will keep on
improving the method to watch the maturity of OSS using various tools like deep learning and software metrics analysis and
so on.
WG3 will maintain contacts closely and communication with the standardization and technology. WG3 will actively accelerate
the application of the achievement of WG3. We look forward to more company joining WG3.
WG4:
In 2017, WG4 investigated and carried out social welfare use cases of CJK. This investigation including medical treatment and
taking care of the aged is successfully completed by our support. In addition, we arranged to have business meetings among
CJK companies for OSS business cooperation such as Big Data, Cloud Computing and System Software.
And, in 2017, more than 20 companies have become new members of WG4.
Next, WG4 will continue to promote the business cooperation of various companies among CJK in new OSS technology fields,
such as Block Chain, AI, IOT, etc.
In order to adapt to the new situations and new requirements of OSS cooperation, and without reducing the number of existing
working groups, Northeast Asia OSS Promotion Forum will adopt a more flexible and highly-efficient working group cooperation
mechanism: as long as there are companies from two sides participating in a working group, then this working group is allowed
to continue the normal operation, and three sides will share the whole process information and achievements of this working
group.
All participants share the value of spreading OSS communities throughout the world, and appreciate the great efforts of
government, industry, academy, and individuals in CJK. The forum has been expanding the OSS ecosystem for IT industry
growth in CJK and other Asian regions. Here also the Forum declares to undertake the extension and enrichment of the open
world as a member of OSS community.
Northeast Asia OSS Promotion Forum will continue to communicate about activities, such as the wide application of OSS
achievements.
The 17th Northeast Asia OSS Promotion Forum will be held in Japan in 2018.
