The Statement of the 16th China-Japan-Korea IT Directors-General
Meeting for the Promotion of Open Source Software
November 16th, 2017
The Ministry of Industry and Information Technology of China; the Ministry of Economy, Trade and Industry of Japan; and
the Ministry of Science and ICT of Korea (hereinafter “CJK”) have successfully held the China-Japan-Korea IT
Directors-General Meetings to promote the Open Source Software (hereinafter “OSS”) in Beijing, Sapporo, Seoul, Tianjin,
Fukuoka, Seoul, Wuxi, Tokyo, Seoul, Xi’an, Okinawa, Busan, Wuhan, Tokyo and Jeju along with meetings of the Northeast
Asia OSS Promotion Forum (hereinafter “Forum”).These meetings expanded collaborative ties and firmly established
cooperative relations with people engaging in the promotion of OSS in the three countries.
Since 2004, open source technology R&D and assessment, talents education and incentives, studies on standardization
and certification, and application and promotion have been accomplished through these meetings. Notably, CJK exchanged
their opinions about the latest open source technical trends and applications such as Mobile Internet, Cloud Computing,
Internet of Things, Smart City, Big Data, Information Security, Open Source Hardware and Artificial Intelligence at the last
meeting in Jeju on Nov. 15th, 2016. CJK also discussed the interoperability and open standards, open source governance,
human resources development and OSS marketing development. As mentioned above, CJK took concerted action on
matters of common concern.
With the cooperation of the CJK, the 16th China-Japan-Korea IT Directors-General Meeting for the promotion of the OSS
was held in Tianjin, China in cooperation with CJK on Nov. 16th 2017. Mr. XIE Shaofeng, Director General, Department of
Information Technology Application and Software Services, Ministry of Industry and Information Technology of China;
Mr. TERAZAWA Tatsuya, Director General, Commerce and Information Policy Bureau, Ministry of Economy, Trade and
Industry of Japan; and Mr. RHO Kyungwon, Director General, Software Policy Bureau, Ministry of Science and ICT of Korea
attended the meeting with their delegations. In this meeting, CJK summarized the achievements of the past thirteen years
and the latest progress on OSS technology, industrial development, and cooperation since the 15th meeting.
IT Directors-General of CJK has successfully reached the following consensus:
1. CJK spoke highly of the substantial achievements through the pragmatic cooperation under the mechanism of the IT
Directors-General meeting and the OSS Forum for the past thirteen years, fully affirmed the effectiveness and importance
of the mechanism of the IT Directors-General meeting and the OSS Forum, and all agreed that CJK should continue to
consolidate and develop this cooperation mechanism. In the meanwhile, to adapt to the new situations and new
requirements of OSS cooperation, CJK will adopt a more flexible and highly-efficient working group cooperation mechanism
within the CJK cooperation framework.
2. CJK will continue to boost the latest open source technology development and the application and popularization of OSS
technologies, to promote the related information sharing; to encourage further industrial cooperation in the area of Mobile
Internet (5G Communication), Cloud Computing, Artificial Intelligence, Big Data, Internet of Things, and Block Chain; and to
encourage the application of OSS technologies in areas of Smart City, Virtual/Augmented Reality, Automatic Pilot,
Information Security, Intelligent Manufacturing, Open Source Hardware and the Maker Movement.
3. CJK will further promote the cooperation in interoperability, open standards and utilizations of OSS and will advance
the services and expand the application of the OSS maturity assessment for wider applicability. CJK will adopt more flexible
schema and mechanisms to strengthen OSS talents education and cultivation, and will continue to promote the OSS training
camp institutionalization, the CJK’s OSS talent training and mutual certification, and to pay more attention to the ability
training for OSS based compliance. CJK will continue to encourage the extensive collaboration among OSS project creators,
committers and maintainers of three countries, in order to make more contribution to the development of the OSS.
Also CJK will promote further application of open source in technological innovation, industrial development and social
welfare enhancement; and continue to encourage the cooperation in these respects.
4.CJK will continue to coordinate OSS promotion policy and strategy and support the development of the Northeast Asia
OSS ecosystem. CJK will strengthen a sharing of experience and coordination and will encourage enterprises and social
professionals to take part in and promote the development of the OSS market encouraging the use of OSS developed by
CJK’s enterprises and communities. CJK will support the forum to spread its achievements and make contributions to the
global community. Meanwhile, given that OSS has become increasingly popularized after all the cooperative efforts of CJK
in the past years, CJK hope to encourage the freer flow of data and information through the application of OSS technologies.
