Special Education
In Seoul, there are currently 4,362 students attending 31
national, public, and private special schools, and 1,372 special
classes in kindergartens, elementary schools, middle schools,
and high schools providing integrated education for 6,246
disabled students.Special educational institutions are providing
kindergarten, elementary school, middle school, and high
school education (including major courses) to students with
disabilities eligible for special education in 10 areas.Seoul is
also implementing various support programs empowering
disabled students to live together with non-disabled students
by providing them with all due assistance and establishing a
human rights protection system customized for such students.
Alternative Education
The Seoul Metropolitan Office of Education is offering
customized alternative education to suit certain career
aptitudes for students who are on the brink of discontinuing
schooling or want to receive the type of education that
fits their personal characteristics. As of now, there are four
schools providing alternative education for children of North
Korean defectors and multicultural families, as well as those
wanting applied musical education. The Superintendent of
Seoul has installed or designated over 40 public schools and
private alternative educational institutions, fit to provide
commissioned education, as alternative commissioned
educational institutions. These school provide alternative
education customized for the characteristics of diverse
students including those who are maladjusted to regular
schools, suffer from borderline intellectual functioning, have
been psychiatrically hospitalized, or come from multicultural
families, North Korean defectors, or unmarried, single mothers.
Also, individual schools are making efforts to improve students’
ability to adapt to school by operating alternative classrooms.
Culture and Arts Education
In order to foster our students' artistic sensibility and creativity,

citizenship education (GCE), which takes multicultural education
one step further, is critical for students to co-exist and live
peacefully with others in an age when an individuals’ virtual life
space and influence expands throughout the global village. With
the vision of “cultivating global citizens who live together in the
global community,” the Seoul Metropolitan Office of Education
implements global citizenship education called, “Coexistence and
win-win,” to cultivate students who are democratic citizens with
global competence while bolstering the faculty’s professionalism
and accountability for global citizenship education. To this end,
we have designated 30 global citizenship education schools, 55
UNESCO schools, and 46 pioneering faculty members so that
these schools can autonomously implement global citizenship
education in connection with the school curriculum. We develop
and distribute global citizenship education materials and programs
on an annual basis. In addition, we conduct job training to
strengthen our teachers’ competence and reinforce our networks 32
with related organizations to more actively support global
citizenship education in school. 33
