and communication” means moving forward towards
becoming one of the most advanced countries in
education with everyone serving as the owner of
Seoul Education System through the implementation
of open governance and the enhancement of self-
reliance in the education community under the
premise that future education should be “owned” not
only by schools but everyone else in society as well.
