                            he Statement of the 13thChina-Japan-Korea IT Directors-General
                               Meeting for the Promotion of Open Source Software (Draft)
                                                    November 19th, 2014

           The Ministry of Industry and Information Technology of China; the Ministry of Economy, Trade and Industry of Japan;
           and the Ministry of Science, ICT and Future Planning of Korea (hereinafter “CJK”) have successfully held the China-Japan
           -Korea IT Directors-General Meetings to promote the Open Source Software (hereinafter “OSS”) in Beijing, Sapporo,
           Seoul and Tianjin, Fukuoka, Seoul, Wuxi, Tokyo, Seoul, Xi’an, Okinawa and Busan, along with meetings of the Northeast
           Asia OSS Promotion Forum (hereinafter “Forum”). These meetings expanded collaborative ties and firmly established
           cooperative relations with people engaging in the promotion of OSS in the three countries.

           Since 2004, open source technology R&D and assessment, human resources development, studies on standardization and
           certification have been accomplished through these meetings. Notably, CJK exchanged their opinions about the latest open
           source technical trends and applications such as mobile internet, cloud computing, Internet of Things, Smart City, big data
           technologies and industries at the last meeting in Busan on Nov. 19th, 2013. CJK also discussed the interoperability and open
           standards, human resources development and OSS marketing development. As mentioned above, CJK took concerted action
           on matters of common concern.

           With the cooperation of the CJK, the 13th China-Japan-Korea IT Directors-General Meeting for the promotion of the OSS was
           held in Wuhan, China in cooperation with CJK on Nov. 19th 2014. Mr. CHEN Wei, Director General, Department of Software and
           Information Service, Ministry of Industry and Information Technology of China; Mr. TOMITA Kensuke, Director General,
           Commerce and Information Policy Bureau, Ministry of Economy, Trade and Industry of Japan; and Mr. SEO Seokjin, Director
           General, Software Policy Bureau, Ministry of Science, ICT and Future Planning of Korea attended the meeting with their
           delegations. In this meeting, CJK summarized the achievements of the past ten years and the latest progress on OSS
           technology, industrial development, and cooperation since the 12th meeting.

           IT Directors-General of CJK has successfully reached the following consensus:
           1. CJK spoke highly of the substantial achievements through the pragmatic cooperation under the mechanism of the
           IT Directors-General meeting and the OSS Forumfor the past ten years, fully affirmed the effectiveness and importance of
           the mechanism of the IT Directors-General meeting and the OSS Forum, and all agreed that CJK should continue to
           consolidate and develop this cooperation mechanism. In the meanwhile, to adapt to the new situations and new
           requirements of OSS cooperation, CJK will adopt a more flexible and high-efficient working group cooperation mechanism
           with in the CJK cooperation framework.

           2. CJK will continue to boost the latest open source technology development and the application and popularization of OSS
           technologies, to promote the related information sharing; to encourage further technological and industrial cooperation in
           the area of mobile internet, cloud computing, and Internet of Things; to encourage the information exchange and research
           cooperation on technologies related to Smart City and big data; and to encourage the attention to the development of open
           source hardware.

           3. CJK will further promote the cooperation in interoperability, open standards and utilizations of OSS and will advance the
           services and expand the application of the OSS maturity assessment; CJK will adopt more flexible schema and mechanisms
           to strengthen OSS human resources development, and will continue to promote the OSS training camp institutionalization,
           the CJK’s OSS talent training and mutual certification. Also CJK will continue to encourage the cooperation among OSS
           committers, contributors and developer communities of three countries, in order to make more contribution to the
           development of the OSS.

           4.CJK will continue to coordinate OSS promotion policy and strategy and support the development of the Northeast Asia
           OSS ecosystem. CJK will strengthen a sharing of experience and coordination and will encourage enterprises and social
           professionals to take part in and promote the development of the OSS market encouraging the use of OSS developed by
           CJK’s enterprises and communities. CJK will support the Forum to spread its achievements and make contributions to
           the global community.

           5.CJK IT Directors-General Meeting highly appreciates the achievement of the Forum, and will continue to support the
           activities of the Forum.
